The paper examines the factors hindering improvement of Dagestan education system. Its main vice is its adherence to European technocratic paradigm, modern Bologna system, once popular in West. Following it, domestic currently overly enthusiastic about information technology and learning assessments integrated educational process, prevailing technicalization technologization intellectual activity, formalization thinking. Emasculating humanistic content from academic disciplines line with displacing component education, impoverishing cultural environment higher secondary institutions nationwide. How can we preserve a complex harmonious combination two types cultures modernizing – unified industrial traditional, ethnically original? To what extent goals educating younger generation spirit patriotism, priority universal human values, protection development national system be practically implemented policy Russia Dagestan? Do fundamentals modernization meet expectations citizens? should mold an for preserving specific regional within Russian world environment? These are questions addressed paper.
